Zhou Changyi, director general of the raw material industry department of the Ministry of Industry and Information Technology, said on October 25 that the Ministry of Industry and Information Technology has put forward the overall framework of intelligent manufacturing standard system, and is now stepping up the development of intelligent manufacturing standards for various industries. The first 12 general standards have been carried out, and the petrochemical industry intelligent factory standard is expected to be the first batch of projects.
Zhou Changyi made the above remarks at an exchange meeting on intelligent manufacturing and construction of a smart chemical industry park. He also revealed that at present, the Ministry of Industry and Information Technology is organizing enterprises to carry out innovation application demonstration in industrial Ethernet, factory wireless application, industrial cloud computing, industrial big data and other fields, and selected 10 industrial Internet pilot demonstration projects in combination with the special action of intelligent manufacturing pilot demonstration. Support the construction of industrial Internet test and verification platform, industrial Internet key resource management platform and industrial Internet commercial flow data management platform. In this year's intelligent manufacturing pilot demonstration project, two chemical enterprises, Zhenhai Refining and Chemical and Double Star Group, have been identified as industrial Internet pilots.
"Generally speaking, the informatization and intelligence of the petrochemical and chemical industries are in the forefront, and intelligent manufacturing has been promoted in various fields." Zhou Changyi said that more than 90% of large-scale enterprises in petrochemical and chemical industries have applied process control systems, and production optimization systems, production and manufacturing execution, and enterprise resource planning management systems have also been widely used in enterprises.
The Ministry of Industry and Information Technology has carried out a special campaign for pilot demonstration of intelligent manufacturing for two consecutive years, and identified 109 pilot demonstration projects in two batches, including 11 projects in the petrochemical and chemical industries. In terms of quantity, the process industry is far superior. In terms of industry, petrochemical, tire and fertilizer industries were selected last year, and this year, oil and gas exploitation, coal chemical, chlor-alkali, fluorine chemical and phosphorus chemical industries were added.
Compared with other industries, the petrochemical and chemical industry has a complex process. More than 80% of major raw materials and products belong to hazardous chemicals, which poses high safety and environmental risks. Therefore, it is urgent to promote intelligent manufacturing. Intelligent transformation not only plays an important role in safe production, energy conservation and emission reduction in the petrochemical and chemical industry, but also is an effective way to improve production efficiency and enhance comprehensive competitiveness. Luxi Group through intelligent transformation, safety and environmental protection accident rate decreased by more than 60%, comprehensive energy consumption decreased by 5%, to the enterprise has brought direct economic benefits of hundreds of millions of yuan. Through the construction of the smart factory, Jiujiang Petrochemical has rapidly improved its production, operation and management level, and the main economic and technical indicators, such as economic benefits, safety and environmental protection, have risen from the bottom of Sinopec to the first place among enterprises along the river.
After the August 12 explosions at Tianjin Port last year, the Ministry of Industry and Information Technology promoted the establishment of special construction funds for the relocation and renovation of hazardous chemical enterprises in densely populated urban areas, and recommended four batches of 269 special construction funds for the relocation and renovation of hazardous chemical enterprises to the China Development Bank and the Agricultural Development Bank, with a total amount of 25.1 billion yuan to be allocated. By the end of August, 106 projects had been approved with actual arranged funds of 13 billion yuan, accounting for 39.4 percent and 54.7 percent respectively.
"We clearly put forward the requirements of intelligent transformation for hazardous chemicals relocation projects. The relocation of hazardous chemicals enterprises should not be a simple reconstruction in different places, but the implementation of upgrading through relocation, especially the informatization, automation and intelligent transformation to improve the essential safety level of enterprises." "Said Zhou Changyi.
According to the introduction, at present, Luxi Group has eliminated the backward production capacity of synthetic ammonia and urea in the relocation and reconstruction, and built high value-added projects such as polycarbonate and nylon, completed the upgrading of the industry, and synchronous construction of intelligent factories, improving the overall intelligent level. Intelligent manufacturing system design has also been carried out in the relocation plan of Tianjin Bohai Chemical Industry.
At the meeting, the Ministry of Industry and Information Technology also awarded the smart chemical Industry Park pilot demonstration unit for Liaocheng New Materials Industrial Park and Jiaxing Port District, as the pilot demonstration of the smart chemical industry park. Zhou Changyi pointed out that the relocation of hazardous chemical enterprises is meaningful only when they enter the chemical industry park where safety and environmental protection are guaranteed, and information technology is the best means to solve the safety and environmental protection problems in the park.
Fu Xiangsheng, vice president of the China Petroleum and Chemical Industry Federation, said most of the informationization and intellectualization of the industrial parks in China's 502 existing chemical parks are completed by the enterprises themselves. The management platforms of the parks cannot interact with those of the enterprises, there is a lack of remote and centralized control, and most of the business systems are closed, leading to a serious "island" phenomenon. The construction of the smart chemical Park will effectively improve the government management ability within the park, realize information sharing, and provide decision-making services for the city, park and enterprise operation, such as statistical analysis, monitoring and early warning, circular economy and strategic development.
